Hi Pete, thank you very much for this information....am wondering for how long the Insurance Companies will tolerate incompetent Captains and mates (regardless of their nationality), who are "undercutting" the wages, seems that the "Controlling System" isn`t working, presenting the certifcates should be only one part....
but of course, am only a "layman" in this matter
