Photo comparisons are difficult, but the consensus of 'Tugtalk' experts was that she is

Built by Murdoch & Murray, Port Glasgow (21) for Clyde Shipping Company
Sold in May 1889 to Union Steam Towing Co., Belfast and in March 1896 to James Waterson, Belfast
From there she went to Lawson Steam Tug Boat Company, South Shields in November 1900.
Wrecked on 24/8/1903 on Whitburn White Steel
She is not in Clyde or Lawson colours here, so the presumption is that this photo shows her at Belfast. The quay copings have a distinctive white-painted edging, perhaps someone will be able to make a positive link from this, or her pale funnel.
